Can I pixelate only part of a photo?

No. The current version applies the same mosaic strength to the entire photo.

How does block size affect the result?

Larger blocks hide more detail, while smaller blocks preserve more of the original shape. Photos over 2600 pixels on the long edge are resized proportionally.
